Scott Meadors
Police Captain (Retired) - Stockton Police Department
Scott Meadors is a retired Police Captain from the Stockton Police Department in Stockton California. He retired in August of 2019 after almost 30 years with the department. During his career he worked and supervised various assignments including Field Training Officer, Narcotics, and Community Police Officer.
As a Lieutenant, he worked as a Watch Commander, managing the day-to-day operations of various shifts of police officers. As a Captain, he commanded the Field Operations Division for three years, the Investigations Division for three years, and the Special Operations Division for three years.
As a Captain, he was responsible for the uniformed and investigative response to gun violence in the city. Within the that assignment he became the department lead on Procedural Justice and Implicit Bias Training. He is currently a lead trainer for the State of California on Principled Policing-Procedural Justice and Implicit Bias
Upon retiring in 2019, he created Scott Meadors and Associates, in an effort to bring the experiences he learned around Procedural Justice, Implicit Bias, and Reconciliation to public safety agencies and communities across the country.
